Britain and France will rehearse a European force for Ukraine in Poland from November 9th to 22nd, and no ceasefire is in place. The Multinational Force Ukraine (MNF-U) is the military arm of the Coalition of the Willing, a group of countries backing Kyiv. It will put 2,800 troops through Exercise Koalicja near Nowa Dęba in southeastern Poland1,2. France supplies 1,100 of them and Britain 3002,1.
The force can enter Ukraine only after fighting stops and only if Kyiv asks, and Russia has said it opposes foreign troops there. The UK Ministry of Defence says the force would move in once fighting has ceased and at the request of Ukraine's government1. Kremlin spokesman Dmitry Peskov said in December 2025 that Russia's position on foreign military contingents in Ukraine is well known and consistent3.
The exercise begins a day before the next round of talks. The US says Ukrainian and Russian delegations will meet in Abu Dhabi on November 10th and 11th, with US envoy Steve Witkoff mediating4. Analysts told RFE/RL not to expect a breakthrough4.
Military and diplomatic risk are the ones to watch, because the exercise adds no deployment and Russia has already said it opposes the force.
MilitaryLowAn exercise in Poland, with light equipment and no tanks.
The exercise uses light equipment such as drones, not heavy weapons or tanks2. The force would not carry out offensive operations1.
DiplomaticMediumTalks start the day after the exercise does.
Abu Dhabi talks are set for November 10th and 11th4. France 24 says the exercise risks antagonising Russia2.
EconomicLowNo sanctions or trade measures attach to the exercise.
The announcements describe training and a Black Sea mine-clearing simulation led by Turkey, with no economic measure1.
ReputationalMediumA drill with no deployment date can look hollow.
Ed Arnold of the RUSI think tank in London says there is almost zero chance the force will ever deploy5.
Talks, not troops, decide whether the force ever moves, and the calls below test that.
Confidence on the mechanism is high, because the UK government states that the force deploys only after fighting ends1. Confidence on the horizon is medium, because the talks in Abu Dhabi are a first working-level round and the outcome of any round is hard to date4.
Analyst assessment. Each call is scored once its date passes.
Reuters or AP reports that Russia has publicly agreed to a ceasefire along the whole front.
Kremlin spokesman Dmitry Peskov criticizes Exercise Koalicja or the European force in a briefing reported by Reuters, AP or TASS.
Reuters or AP reports that the US has announced a further round of talks with Ukrainian and Russian delegations after Abu Dhabi.

- Reuters and AP reports on the Abu Dhabi talks on November 10th and 11th.

The operational record shows a planned drill, not a deployment or a change in the force's conditions.
The exercise is real and is the first major one run by the MNF-U1. Soldiers from 11 nations will take part, and Turkish forces will stand up the force's maritime element in Istanbul to test mine clearance for Black Sea shipping1. The exercise will test command arrangements and the movement of people and supplies1. Kyiv Post reports the same troop figures6.
Planned, not deployed. The force has not entered Ukraine, and its own backers say it will not until fighting stops1.
The exercise has grown since it was first reported. The Times reported in October that at least 1,500 British, French and German troops would take part7. The announced figure on November 3rd is 2,800 troops1.
The force was designed in January, and the first exercise follows ten months of political commitments.

The exercise does not show that a force will deploy, and it does not show a ceasefire is near.
- Claim: the exercise shows the force is ready to go. The commander says it shows a real, capable, readily deployable force1. Officials also say contributions will depend on the terms of any ceasefire and on national political decisions, and they could not describe the final shape of the force9.
- Claim: a deployment is coming. Ed Arnold of the RUSI think tank in London says there is almost zero chance the force will ever deploy5. His view is one analyst's, and the governments involved do not share it.
- Claim: the Abu Dhabi talks will produce a ceasefire. Heather Conley of the American Enterprise Institute says no breakthrough should be expected4.
There will not be a breakthrough but possibly a follow-on meeting will be scheduled.
RFE/RL4
A ceasefire decides everything, and it depends on Russia, the US and French politics, not on the exercise.
Russia has not accepted foreign troops in Ukraine. Putin said in 2025 that any such troops would be legitimate targets9. Western officials have declined to say what rules of engagement the force would follow if attacked, though they say it could defend itself9.
The politics at home are also uncertain. France holds a presidential election in 2027, and Marine Le Pen, the far-right leader seen as the favorite, has opposed sending troops to Ukraine5. The US is discussing guarantees but is not contributing to the mission9.
Treat the force as a planning input, not as a scheduled event.
- Corporates with Black Sea or Ukraine exposure: the mine-clearing simulation in Istanbul is about restoring commercial shipping to Ukrainian ports, which only follows a ceasefire1.
- Investors and family offices: the sources give no deployment date, so none belongs in a price9.
- Law firms and compliance teams: watch the Abu Dhabi outcome on November 10th and 11th for any ceasefire text before assuming a change in conditions4.
The exercise is a credible signal of European intent and a weak signal of an imminent deployment.
Confidence: medium. Source count: 9 stored pages, with the UK government and the French and Ukrainian press confirming the core facts. Officials and analysts give the contrarian view, alongside the Kremlin's past statements.
Primary assessment: the exercise tests logistics and command, and it is planned to continue whatever the talks produce. The strongest alternative is the RUSI view that the force will probably never deploy5. We weigh it seriously, because the French election and Russian opposition are both documented5,3.
