The US Department of Energy publishes an order authorizing ST LNG to export LNG to countries without free-trade agreements with the US.
A US license for an $8.2 billion Texas LNG port leaves buyers and financing still to be found
The US government has licensed an $8.2 billion LNG export port off Texas, but the company says it has no long-term buyers yet. On October 28th, 2026 the Maritime Administration (MARAD), the Transportation Department unit that licenses deepwater ports, approved the application of ST LNG1. ST LNG is a privately owned company based in Rockville, Maryland, led by chief executive Sharad Tak, and this is its first LNG project2.
The approval does not add gas supply in the next two winters. The Transportation Department expects construction to begin in 2027 and the port to come online in 20291. ST LNG's president told Reuters that commercial operations would begin by mid-20302.
The calendar that matters is contracts and financing, not the permit. ST LNG aims to reach a final investment decision, the formal commitment of construction money, in mid- to late 2027, and wants buyer commitments of at least 2 million tonnes a year first2. Europe, one of the markets ST LNG is courting, starts the winter with gas storage 72% full, about 11% below a year earlier3.
The permit lowers regulatory risk, but the contract, financing and export-order risks remain open.
RegulatoryMediumThe license is not yet issued, and one export order is still pending.
ST LNG receives its license once it complies with all federal and state requirements2. The Department of Energy has given it authority to export to countries with free-trade agreements, and the company expects approval soon for countries without them2.
LegalLowThe sources reviewed report no court challenge.
The full Record of Decision is listed under docket MARAD-2025-00964. The sources gathered for this alert report no lawsuit against it.
EconomicMediumNo long-term buyer has signed; the first is said to be close.
ST LNG says it has no long-term commitments from buyers and is close to signing an integrated energy company in India as its first buyer2.
ReputationalLowThe speed claim is the department's own.
The Transportation Department says it finished the final environmental impact statement in 410 days, nearly 3.7 years faster than the historical average1.
InvestmentMediumThe company targets a final investment decision in mid- to late 2027.
ST LNG has spoken with four to six banks, and its chief executive says they are willing to move in the next three to four months2. A commentary at Oilfield Witness argues that new LNG funding models look like industry panic over banks losing faith in LNG5.
The next tests are the export order, the first buyer contract and the license itself, in that order.
Confidence on the mechanism is high: the sources agree that the license, the export order, buyer contracts and financing are separate steps4,2. Confidence on the horizon is low to medium, because the company's own dates depend on contracts it has not yet signed2. These probabilities are the analyst's own judgement.
Analyst assessment. Each call is scored once its date passes.

What moved is a federal decision; buyers, financing and a construction contract did not move.
MARAD announced on October 28th, 2026 that it had approved ST LNG's deepwater port license application1. The port would add 8.4 million tonnes a year of export capacity, about 8% of US capacity according to Reuters2. The Transportation Department puts the increase at 7-9%1.
Approved, not financed. In the announcements reviewed by ENMG, an energy analysis outlet, ST LNG did not disclose a completed final investment decision, a fully committed construction-financing package, a complete portfolio of binding sales contracts, a final construction contract or a notice to proceed4.
Four dated steps brought the project to a federal approval; the commercial steps have not started.
Four statements in the coverage are narrower than they sound.
- 'Fastest review in two decades.' The department's 410-day figure covers the final environmental impact statement1. The license itself follows only after ST LNG complies with all federal and state requirements2.
- An economic boom for Texas. Duffy says the administration is delivering one1. The department expects about 2,000 construction jobs and up to 855 permanent jobs, and construction is not expected to begin before 20271.
- '79 per cent.' Business Standard's copy of a wire report says the port could raise US LNG export capacity by 79 per cent7. The Economic Times prints the same sentence as 7-9 per cent8, and the department's release says 7-9%1. The 79 looks like a dropped hyphen.
- 'Close to signing its first buyer.' This is a statement by chief executive Tak to Reuters, not a signed contract2.
Global LNG supply is tight, so buyers are signing long-term deals now, and ST LNG must compete for them.
QatarEnergy, the Qatari state energy company, halted LNG production in early March after Iranian missile attacks, and Qatar supplies around a fifth of global LNG exports, all of which pass through the Strait of Hormuz9. The strikes damaged two of its 14 LNG trains, with combined capacity of 12.8 million tonnes a year, and its chief executive says repairs will take about three years9.
Qatar's lost capacity against its new US supply deals
Million tonnes a year

QatarEnergy is now buying long-term US supply: 3 million tonnes a year from Woodside's US facilities, and up to 4 million from Cheniere Energy9. ST LNG is competing for long-term buyers against producers that QatarEnergy is already signing9. Europe has less room for error: Gas Infrastructure Europe said on October 9th that EU storage was 72% full on October 1st, around 11% below a year earlier3. ST LNG's gas would not arrive in time to change that winter.
From India, Mukesh Aghi, president of the US India Strategic Partnership Forum, welcomed the license7.
As India seeks to diversify its energy supplies and strengthen energy security, projects such as this led by ST LNG can create new opportunities for long-term LNG trade between our two countries
Business Standard7
Each sector's exposure turns on whether contracts reach the company's 2 million tonne threshold.
Indian gas buyers
An integrated energy company in India is said to be close to signing as first buyer2.
Project lenders
ST LNG has spoken with four to six banks about debt financing2.
European gas utilities
ST LNG is in talks with European and Asian companies2, while EU storage starts the winter below last year's level3.
Other US LNG developers
QatarEnergy signed 7 million tonnes a year of US supply in two weeks and expects more9.
Readers should treat the license as one milestone and ask for the contract and financing record.
- PE and VC firms: value any stake or supply contract tied to the project on its contract and financing status, not on the license.
- Family offices: a pre-decision project and an operating LNG exporter carry different risks, and the QatarEnergy deals went to existing producers9.
- Corporates: plan supply without ST LNG gas before 2029. The company's own date for commercial operations is mid-20302.
- Law firms: read the Record of Decision conditions in docket MARAD-2025-0096, and confirm the status of the Department of Energy's order for non-free-trade countries4.
Four themes decide whether this project becomes a counterparty worth relying on.
- Contracts: how much of the 2 million tonnes a year is under binding agreements, and what are their end dates and withdrawal rights4?
- Financing: which banks have issued commitments, and what conditions do they attach2?
- Authority: has the Department of Energy issued the non-free-trade export order, and has MARAD issued the license2?
- Construction: is there a final construction contract and a notice to proceed4?
Confidence is medium that the permit changes little before 2029, and the commercial record will settle the rest.
Confidence: medium. The license facts come from the Transportation Department and the Federal Register1,6. The commercial facts come from interviews with company officials in Reuters, so they are the company's statements and not independent confirmation2.
Primary assessment. The approval removes one category of regulatory risk and none of the commercial risk, which is the reading ENMG also reaches4.
The strongest alternative reading. Tak says the war has buyers making sure they have diversified suppliers, and QatarEnergy is itself buying US supply2,9. On that reading buyers sign quickly and the 2027 decision date holds. Against it, a commentary at Oilfield Witness argues that new LNG funding models reflect banks losing faith in LNG5.
What would make this call wrong. A signed contract for 2 million tonnes a year before the end of March 2027, followed by a committed financing package, would make the 2027 decision date credible.
An offshore design changes where the gas is liquefied and stored, not the need for buyers.
Liquefaction cools natural gas to about minus 260 degrees Fahrenheit, which shrinks it to roughly 1/600th of its gaseous volume so ships can carry it4. ST LNG proposes to liquefy, store and transfer the LNG offshore4. Its president says floating storage units, which are older ships converted to store LNG, will be cheaper than building an onshore LNG tank2.
Planned capacity is not exports. The 8.4 million tonnes a year is the project's capability at full build-out, and actual output depends on commissioning, maintenance, feed-gas supply and customer demand4.
